Community Park Area: A safety railing has been installed beside the steps to the river. We are looking at replacing and/or repairing one or more of the picnic tables. The BOD members have discussed the park bathroom and its continuing need for repairs in the winter as a result of pipes freezing/bursting. Due to the expense, we decided to close the bathroom during the off season (winter). The bathroom facilities will reopen on April 1st.
Homeowners’ Dues: In order to bring GRH finances current, we encourage you to pay any dues that you may owe as soon as possible. Remember the amount is $440.00. Anyone who owes dues starting February 1st, accrues a late fee of $10.00 per month. Please make checks payable to GRH POA, P.O. Box 968, Rutherfordton, NC 28139. Thanks!
Security/Gate Codes: Steve has issued a few new codes to some of the neighborhood members and has found that it is hard for some to remember their new code. He has decided to make everyone their own card with their new code information on them. These will be available at the annual homeowners’ meeting. If you do not plan to be present please e-mail him at clevmartin@bellsouth.net, and you will receive a new code and when it will be activated.
Repairs to Roads: We are starting repairs on the asphalt roads this month, so please drive carefully around the repairs and repair crews.
Our Annual GRH Homeowners’ Meeting is scheduled to be on June 11, 2011 at 9:00. The location is the Green Creek Fire Department. Please arrive as close to 9:00 as possible, because we plan to sign everyone in and record proxy votes. We hope to start the meeting promptly at 10:00. If you have a concern or an issue that needs to be added to the meeting’s agenda, it must be submitted in writing to the GRH BOD by the end of April. If you want to nominate someone to run for one of the BOD positions, or feel you would like to run; please submit a short introduction/biography to the BOD as soon as possible. We will also be taking nominations from the floor the day of the meeting. Hope to see you there!

Well it is definitely time to find ways to beat the heat in our little neck of the woods this summer. There has not been much rain in the forecast and the crunch underfoot is sounding a little louder each day. Hopefully some folks have taken advantage and found some relief in the river!
Highlights From the Annual Homeowners’ Meeting on June 12, 2010:
John Gephart, the treasurer, gave a financial review and noted how we have improved the organization of the finances. The finances have been moved from Columbus, Bank of America to BB&T in Rutherfordton. This makes it convenient to the Post Office where GRH POA correspondences and bills are delivered. Accounting services, such as filing federal and state tax returns, have been moved from FL to a local firm in NC, Butler and Stowe. Butler and Stowe will not handle any money, it will continue to be the treasurer’s responsibility. Butler and Stowe will prepare monthly and end of the year financial reports. The budget for the 2010 -2011 year was approved unanimously. Homeowner’s dues for the upcoming year are $440.00. Steve Robbins will receive $50.00 monthly for cleaning and plumbing repair to the bathroom at the commons area. Art King has been hired for $30.00 a month to maintain, clean, empty twice a year, and clean debris from the fountain at the gate. Gene Conley, vice president, gave an overview of road improvements. The gravel roads have been improved tremendously. Most are finished and a few require minimal work to be complete. As a part of the approved budget for 2011 funds will be used to begin repair on the asphalt paved roads at cracks and soft spots. It is planned to attempt to repair about half of the bad places this next year and budget for the rest next year. Rick Deluciano, president, spoke about the two floods in GRH this past year. We lost the fake rock well cover in the commons area, and pipes were exposed and damaged inside the well. It was decided to fix these along with replacing the defective pressure tank. New mulch was put down at the beginning of June and some fences repaired/replaced. The changes to the covenants passed with 112 votes in favor and none opposed. The 112 votes met the 75% of homeowners required to pass the changes. Max Hertweck spoke about Dick and Karen Ward. There was a recommendation from the floor that the common area park be named in their memory. 103 voted in favor to name the park, “Ward Park” with a plaque underneath stating “in memory of Dick and Karen Ward”. Reminder!!! – There have been many questions as to how to discuss individual homeowners’ concerns at the Annual Meetings. In order to discuss issues/concerns at annual meetings, they must be submitted in writing to the GRH Board at least 30 days in advance of the annual meeting. The board will then make these issues part of the meeting in advance by adding it to the agenda. So in other words, between now and before April 15, 2011 if a homeowner has a concern, it needs to be submitted to the Secretary in writing either by email or to the P.O. Box by mail. (Our GRH address is P.O. Box 968, Rutherfordton, NC 28139) The Secretary will present it to the board. If requested by the homeowner, it will be added to the annual meeting’s agenda; that is how issues are then discussed at the annual meeting. We can also take nominations for the board member positions early or nominations from the floor can be made at the annual meeting.
Update on Security/Gate Info – Steve Martin has been working closely with DoorKing for new codes and remotes. The delay in this process is that the remotes/clickers involve new technology and have been on backorder for weeks. Steve had hoped that this changeover would have taken place sooner. Steve has recently spoken with DoorKing and they hope to have remotes in by the end of July so they can complete the work on the gate. He will be in touch with each homeowner on an individual basis so he/she will know when to use a new code.
Sept. Labor Day Picnic – We currently need volunteers to coordinate and plan a Labor Day picnic if we want to have one. The majority of the board members either have plans or other commitments on that weekend. If you would like to help please contact the President, Rick Deluciano, rick@grhpoa.com

Notice for Dues for 2010 if not received
At the Green River Highlands meeting called August
1, 2009,
to approve the proposed budget for 2010, and in accordance with the
by-laws and
covenants of the association, the dues were set at $490 by
a proper vote of the association. Explanations
were provided at the August 1 meeting for the increase in 2010 and the
dues for
2011 will be established at the homeowners meeting in June 2010.
Future
Procedures and Policy Implementation:
Because of no precedence of enforcement of late
dues in the
past there has been a very diligent effort to have all homeowners become
current through 2009. Delinquency has been reduced to 3 homeowners from
20 in
July, 2009 and liens have been filed in accordance with our Covenants.
Having
allowed all homeowners to become current, precedence will be established
in the
future and the following procedure will be implemented in 2010 in
accordance
with our Covenants (paragraph 11 ) and legal council :
Annual dues of $ 490 will be due January 1, 2010
payable to
Green River Highlands POA, PO box 968, Rutherfordton, NC 28139. Dues
paid after
February 1st will be required to pay the applicable $ 10
/month late
fee.
After 5 months (150 days) (per paragraph 11 c) of
our
Covenants) a final notice will be issued by our attorney requesting
prompt
payment within 15 days and if not received within 15 days (per paragraph
11 d)
of our covenants) a lien will be filed. The $ 10/monthly late fee and
legal
expense for final notice will be required in payment. If not received in
15
days after the notice sent after 5 months delinquency the monthly late
fee will
continue at $ 10/month and all legal and court fees will be attached to
the
lien.
